Episode 17 Mermaid's Miracle Transform! Cure La Mer!
Laura hurries back to Manatsu and her friends to protect them, with the object transforming into the Mermaid Aqua Pact, allowing Laura to transform into Cure Lamer. With this new power, Lamer revives her comrades, salvages the monsters' motivation and leads the others in finishing off the enemies. Afterwards, Laura discovers she has become human and begins to stay at Manatsu's

If I remember correctly, her legs go under no process, it's just a regular clothes TF from most mahou shows
