Found the source of this video from the A&C GTS World website.

It's a British Public Service Announcement from 1974 called "Alice in Label Land", that talks about the importance and information on labels on food containers. In the form of an Alice in Wonderland cartoon. Their are two short scenes with Alice shrinking and growing.

Nice version of AiW. Shrinking & Growth at 2:00 & "Growth" at 9:20. Shame they didn't do the White Rabbit's House scene as it would have been good but oh well.

I always did wonder if anything progressed further than this clip in terms of an actual story/mini-movie, if it did I would love to see it.

If not, would love to fund such a thing^^ with great animators and Voice acting(ENG and JAP) for like a 22 minute for a span of 30 episodes(and yes I am serious about that)

From the animation it looks more like it was made in the 90s.

The entire animation for that has already been release 10 years ago and was uploaded from the same channel you posted. It was fairly easy to find by looking up the title.
