I found this episode with subtitles, at Animefreak.tv (website) listed as Maken-Ki OVA episode 2.

This is one of the best Anime TGs I've seen in a long time. Thanks for bringing this to everyone's attention.

The initial transformation lacks process, but toward the end he transforms multiple times on-screen, and there's even an extra scene after the credits. Despite the nature of the transformations here, the TG content of this episode is extremely high.

Also, all the things he does while he's a girl... I could totally see myself doing all that. This is so close to being a hentai, so close.

I grade this a 9 out of 10, only taking a point away due to the transformation.
