I think an easy way to satisfy those who want a little more skin without doing nudity would be to have bra straps pop or go loose, costumes might be expensive but I think this would be hot and also the girls would remain covered...also maybe use tighter bra's once they have grown, a tight bra to me would be fine without nudity.
