Well that all depends on the continuity you're following. According to the comics Amy had an AP (done, of course, to quickly catch up with Amy's new look in Sonic Adventure).
In the games and such it's generally accepted that Amy aged naturally.
Interestingly her age is different in the comics than it is in the games and Sonic X. In the comics I recall hearing she was aged to about 16 or so. In the games and Sonic X, she's 12.
Yes. Well aware that she has noticeable clevage. They still list her is 12. (I think they changed that on the U.S. Sonic X site though)
