If you want to get technical about it, it's not even actually lightning to begin with. Lightning comes from clouds. Storm's hands and Thor's hammer, are not clouds, and therefore are not actually producing
lightning but just bolts of generic electricity which they call lightning in order to intimidate foes, or impress people.
