well its partially correct, it depends on the original size of the breast, the volume of the implant, and the method of surgery,
generally, the answer is yes, provided that the paramaters are well within the "normal" range and not the extremes(guess that rules chelsea charms out) but it is considerably more painful and theres also the chance of the side effect called "inverted nipple"
also breast implants may alter the nipples sensitivity, from super sensitive, to plain old numb...
