I love all the ideas on this, and if I could draw, I would seriously attempt.
I don't know about anyone else, but when I was hearing the idea of the chemical in the water-supply it made me think cheesy evil villain that couldn't get a girl to flash him a little TnA so he concocted an evil plot to make them do it...
For some reason when I tried to visualize someone like that...i remember this...
