When you have something as large as DA, there are bound to be bleeding inconsistencies. Also the sheer number of 'rule' violations makes it hard to track and nail all of them.
The general trend for things like this is, "If no one complains, then we won't bother." Sad but true. Most Mods (if any) don't bother scouring the whole of DA for content that violates their rules. They wait till someone gets offended or does the 'right thing' and reports someone, then they move in.
This isn't to say you won't find some real pricks for mods though. :P
