That line is in regards to people not asking for permission to link to someone's website or host their illustrations. There's real world examples, like an art collector who has a talk show bought a woman's painting, but didn't ask her for permission so that he can put it in his talk show set and let it appear on television. The woman complained, and the collector had to remove the painting from the talk show set because it's an intellectual property violation which is handled by its own civil laws that are wholly different from the laws for theft which are criminal laws. It's not the same thing as stealing my wallet and burning all of the money inside.
