The current rules are double-sided, no two ways around it.

1) English-language paid content stays off.
2) Japanese-language paid content is fine to distribute.

Practically every non-Japanese community that deals in both works like this, and The Process is no exception. It's fairly irritating for those of us that do regularly purchase Japanese works, both digitally and physically, since we know that it's not nearly as complicated as people think to buy it.
