She was copying Kotomi Onee-san (Older sister) who lived nearby when Takuya was a child. He also had a crush on her, e.g. "I want to marry Kotomi Onee-san when I grow up!"
In case incest bothers you, just as a reminder, Japanese children tend to refer to other children who are their elders as Onii-san (Older Brother) and Onee-san (Older Sister). So, it doesn't necessarily mean they're biologically related, or in a family unit.
