Certainly, it's far more likely to be played for laughs or just straight. There ARE some exceptions. How they got the 90s She-Hulk TF past the censors when she's a mere whit away from a screaming orgasmic epiphany. At one point, Giganta gets some amusing sleaze from Shade in the Justice League cartoon... but yes, mainstream appearances are not to be expected to be for our sexual gratification... deliberately, at least.

I've heard more than a few people say that they were scared by stuff like the Incredible Hulk's transformation etc. That's all it takes, really.

Yes but it's not mainstream stuff.
In Japan, the flow of non-mainstream stuff is much stronger than how it is in many other countries, so you can find just about everything about just about everything. But you don't have to forget that they create 1000 manga and 100 anime per second XD and the fetish-related productions do not definitely go on TV at 4pm.
The GTS etc. scenes in mainstream media are not that different than the ones we already talked about: they're not intended to arouse the audience.
