It's because of the over nutrition of people in the world. It's alot easier to get food full of the basic necessities nowadays and it's even easier to get foods not normally available in your area because of cheap it is to ship goods now. This is why we're seeing a lot more busty Asian women these days: They grew up being able to eat red meats and other stuff naturally high in fat from the West, which wasn't readily available to their parents due to how hard it was to get stuff transported back in the day.
There are also the theories that the growth hormones that we force feed our livestock may be having a secondary effect on people, causing earlier and more pronounced development in folks who eat lots of processed meat as part of their diet. However, this hasn't been proven conclusively one way or another yet.
