That is ZXY's Lighting Warrior Raidy. Some game about some orginazation kidnapping a bunch of girls from a town and making them into 'monstergirls'(not really, more like cosplay) and Raidy goes to save them.

Game's supposed to be terrible but the art's neat. Theres already 2 of them out and the third one is in production.
