Yup. That does pretty much say it all.
I remember when I was watching adult-swim some early morning recently and saw them start at the first episode, and so I started watching it, for lack of anything else on, and... it was actually interesting for a bit. There was a little bit of plot development, then some comb-dwelling spirit thing they fought, which was actually pretty horrifying.
But yes, it seemed to devolve into a mindless monster of the week format, which is odd, since most animu starts with monster of the week format, then develops into something interesting.
I think that the important thing to remember here is that first and foremost, these shows are made for broadcast on television, and as such, can be far more profitable if they're dragged out, stuffed with filler, and force people to watch,
NEXT WEEK ON DRAGONBALL Z.
Also, by not following the manga, they can cash in by creating a second series, or an OVA that follows the manga where the series does not, a la Hellsing Ultimate.
