I like it sometimes, but I can get sex without BE, and much more easily. When I look for good BE art/stories, I want the best possible depiction of the transformation(s). Sex can be included if it doesn't get in the way.
It's not that I mind sexual content, in general, it's that it tends to monopolize the story. I'd rather read six similar, short breast growth sequences than one pages-long sex scene. And yeah, romance is a factor. The more sexual a story gets, the more likely that something will turn me off. Rape, ugly guys, extreme promiscuity, sex toys, censorship (not a factor when only breasts are exposed), etc.
