Had that problem. Dowload the 1.2 patch and update game and boxes will apear.
About the files, put them in Oblivion\data\meshes\DIANO\2 and copy them in matching folders(red goes in red etc) Then delete light.nif or heavy.nif (depending on what type of Armour you want to use and rename the file you copied to the name of the one you deleted.You should now find boxes with armor in Arena section of the city.
