If I remember right, you activate the mod (obviously) and then go to the mage guild. Pay them to make a spell for you, and changing the size of the characters should be one of the available effects. This is all speculation of course, because I don't have the mod. Just vaguely remembering what it does.
You can actually accomplish the same effects from the in-game console without a mod, but if having a spell rather than typing a command is what does it for you, then that mod makes it possible.
