The mods don?t care if your oblivion is installed on xp or vista. But you?re right, the link for the newer xeo version is indeed down. However you can still try the older one:

The easiest way to make mods run is to use the Oblivion OMod (Oblivion Mod Manager), just remeber: many mods needs additional mods to run properly (like Exnem?s Body). If that is the case you mostly find information on this in the description of the mod.
