Well, you have a few ways you can do this. You could just use a simple create your own game engine like RAGS or GameMaker; usually you can pull off pretty good results all things considered. If you have some programming experience though, you can build a more complete game. If you do, I'd probably suggest building it in Actionscript 3 (Flash), simply due to ease and speed of development. If you don't know it, it's easy to pick up, and is just plain faster to quickly build stuff in than C++ or other programming languages.

As far as suggestions go, it really depends on how far you plan to take this. Puzzle / Platforming games instantly come to mind. Either way, you're probably on the right track asking the community what they'd like to see. Personally, I'd like to see other processes as well, but if it's just BE than having your movement change as your breast size increases would be neat.

If you decide to make it in Flash, I'll race you to building one though! :P
Oddly enough, I learned GML in Gamemaker faster than I learned Actionscript. The Help menu is actually helpful for once! And based on various games I've played made in Flash, the collision detection is a bit... wonky.

Also, if it's of any interest, Stencyl http://www.stencyl.com/ is coming out this year. It's a new and relatively little-known Game Creation software in the spirit of Game Maker using Drag-And-Drop with optional coding. I have no clue what it's like (They haven't even released screenshots, let alone a open beta.) but it has potential.
