That depends on how you define 'fighting.'
For example, one could say that a fight is a contest between two or more sides where the goal is to prevent the other sides from getting to decide what happens afterwards. Killing opponents is only one possible way of winning - exhausting them, persuading them to submit, or just making them immobile are all valid and effective techniques.

Of course, by this definition a friendly game of rock-paper-scissors is a fight. That might sound strange - but remember that the purpose of a fight in a game is to be an 'interesting challenge' in the way of a goal. Heck, some of the more action-packed B.E. fiction out there is as choreographed as any well-narrated fight.

As an example of a hypothetical process-based 'combat', imagine an encounter where the participants try and BE eachother into immobility - or at least to distraction.

EDIT: In all honesty, since traditional combat in a BE-based game would (I assume) involve attractive women being brutally injured, I'm not too eager on it. I've no objection to violence in games, nor to sex, but both at once can be a bit of a turn off for me.
