Sorry Bambi but I am not the artist nor do I know who made it. It has been so long that I wouldn't even know where to start searching. Great image though. It definately sticks out (yeah, yeah, pun). I am not too sure but she resembles a older (and much bustier) version of Sakura from 'Cardcaptors'. I am not too familiar with the series. Its some childrens show about those magical cards and what-not.
