Yeah that's pretty much the gist of it.

It will be like predetermined writing, I think that's what you meant. You write a story, draw a comic, or make a flash about your OC fighting against someone else's, but you're not be roleplaying with them and their character it's more about your interpretation of their character and your handle on the originality of your setting and characters given to you in each round.
The point in your story is to get us (the judges) interested in your characters and story, if your story is more interesting than your opponent's than you win, but you have to keep in mind that you must at least keep one part of your opponent's character's personality the same. I mean you can probably change make them the opposite of who they were, as in if the opponent's character is nice, you can make them evil or some extent of that, I've seen a character managed to get away with that by making them a little off from their usual behavior and his story won against several of the other characters because his story was more witty and funny compared to the others. Pretty much his story was much more funny and than the stories of the characters that he went against. Though that same person lost against the other guy because his story was much more interesting and compelling than his and I guess some of the judges were a little bit fans of him, but they still trouble deciding who should win.
Anyway, the tournament here in process is based on your design of your character (personalities/powers/etc), your interpretation of the use of the setting given by the tournament organizer and your opponent, and basically your process. I can't explain even further right now as I need some sleep and I'm sick at the moment, my coughs hurts me and I'm really, really, cold. Tomorrow, I'll show you guys an example of how the tournament at the process should work. Right now, I'll get some much needed sleep.
Edit: Oh and another thing to say is to think of it as a fighting video game (probably not much of an example to non video game players) for your characters and you make a story about how your character beats the other's and what do they do when they win it. Tomorrow is example day, as I'll explain and make somewhat of a template for you as to how your tourney should, if choose too, start if you want to make one specific for a ceratin TF.
