That would be the case if he was the actual artist, but if you're commissioning someone else, you have to pay for their services. Most Commissioned artists like Bojay and Palcomix make their profit from selling their work for one large sum rather than get paid a small amount for each copy sold over a long period of time. It may not be that it takes that much money to make the comic, it's that once they've sold it, they are not entitled to any money made when it's sold in a store.
The only real way to turn out any kind of profit would be for an artist to sell their work directly without having to pay anyone in the first place.
