@Silver - It's not that I don't understand you're complaint, or respect it of course, as everyone's entitled to their own opinions, it's just that I personally don't really think it's valid yet as other have pointed out.

For one thing, Hinoki's Arc really hasn't been going on MUCH longer then the other girl's arcs YET, which looks to change.

For another, it's obviously a pivotal arc in terms of several characters' motivations, developement, etc. For example, as you said, most girl's arcs just appeared, Keima took a good look or two, and steamrolled them as the self-titled 'god of girl-gets'. The girls were cute, but often throw-away/2ndary characters. This is the first time he actually has had trouble and has realised, among other things, that you can't always look at the world/people in terms of dating games. Likewise, it's the first time he was really, personally invested in solving the girl's issues, and has gotten worried about it. Beyond that, it connects deeply to Kusonogi, who's probably the closest thing the manga has to a 'central girl'.

But more importantly than both of those, the manga-ka/manga is using THIS arc to start up a slightly deeper aspect of the story, since the villains are finally stepping out of the shadows and taking direct action. Also, the ramifications of this plot far outweigh those of previous arcs. On one hand there's the fact that, due to the villain's actions, the demons are mobilizing their forces to come out and kill Hinoki, which is a dire and huge issue with consequences for many reasons, not the least of which being Keima is going to have to oppose the supossed 'good guys'. On the other, this Gap/level-4 is actively threatening lives and massive collateral damage, as well as being relayed nationally/internationally by the news as a major event.

TL : DR - It's obvious this isn't just another arc to the author, but is acting as some sort of turning point in the story, and I'd expect it t not only go on for probably a few more chapters than even people here are supposing, but might lead into a whole new direction for the story overall and even a plot/direction changer for the whole manga's feel.
