Yeah, think for a second who is going to be ruling on this. Republicans are gung ho on downsizing and weakening the federal government this season, while Democrats, who need bucketloads of goodwill for this election, are not going to let themselves be remembered for creating a new Hayes Code. It is in no one's best interest to make any kind of change to the status quo.
