Depends on what is stuffed or padded, the gender and gender identity of the individual and the intent.
For male born: Crossdressing does not necessarily imply padding, just dressing up in female clothes. If they dress up and apply padding to appear female but do not identify as female it is called going in drag. If they do identify as female it is called trying to pass without shilling out ridiculous amounts of money for surgery. If they pad their crotch to make themselves look better endowed it is called Stuffing. If they pad their crotch and don costume to immitate somebody it is called cosplaying as David Bowie.
For Female born: If they pad their crotch, bind their breasts, and dress in male clothing and do not identify as male but intend to appear male it is called going in drag. If they do the same but identify as male it is called trying to pass. If they just where male clothing it could be cross dressing or could be nothing depending on intent. If the pad their breasts merely to look bigger it is called stuffing, if they pad their bra and don costume to imitate somebody it is called cosplay with boobs.
