To be specific, it's from the second episode of the Bondage Game hentai OAV, created by Pink Pineapple.
The original was Ail-Soft's h-game, followed by the OAV, then a "DVDPG" of the game (one of those "play through your DVD player" games; it was animated by a different studio than the OAV and more closely followed the plot of the original game), and finally the second OAV that this thread's clip came from.
The original game can be purchased and downloaded online, as well as several other Ail-Soft games (including the one from my avatar).
If you're cheap, you can find basically all of them for download online, though to my knowledge no torrent of the DVDPG exists (though an incomplete collection of the animations does).
