UPDATE: Actually, I get the layout now, it's just a bit unusual to have a stickied thread and forums section with near-identical titles. I can't imagine everyone has a good time with that, particularly for ESL/ETL users, but the jist is:
Use the
Art Request forum to
request new art.
Use the individual section's
Request thread (usually stickied) to
request existing art.
I see why that's set up like that, but it can't be universally useful when not every category necessarily has that thread.

Honestly, I don't see what's wrong with using the "requests" section for
requests so long as they aren't an obnoxious waste of forum resources. I take Sutibaru's guideline as just that, and the section can house all manner of requested materielle, given appropriate form.
