I`ll make it short.

The manga takes place in ancient Japan.
Women with small breasts are discriminated and are considered inferior.
We have a female ninja with a sword that does not cut.
This sword when struck at another chest will shrink the breasts and the size will be transfered to the weilder of this special sword.

This manga has Breast reduction and Breast Enlargement at a regular basis.

The process has a steam effect which one of my personal faveourites.

This manga is very well known to BE fans and seeing an anime is one hell of a surprise.
