A few possibilities:

Taking a few shirts off: in a few hours there is a new binary planet in our galaxy.
Taking two shirts off: nothing wrong at first, but she gets really hungry, and in a few days...
Taking extra shirts off: it ain't only the boobs that grow!
Wearing a second shirt: can't even wear a third one, because it would be too heavy to lift for such a small girl. When she takes the shirts off she remains her petite size... but the breasts!

Defining "Hell" is hard!
