Mastermind was the one that got to Jean Grey and made her into the Black Queen. It was basically a whole analogue for repressed sexuality in the retcon. (The phoenix force wanted to experience new "sensations" and of course Cyclopes wasn't man enough)

I seem to remember reading John Byrne saying that killing off, or at least making Jean Grey's death permanent was an editorial decision. As was bringing back Jean Grey in the mid-late 80's to take advantage of the mutant comics craze. Why they didn't just have the Phoenix force resurrect her (it is called the Phoenix force after all) I don't know, unless they wanted Jean "unsullied" for the re-banding of the original X-Men in "X-Factor".
