They entirely chose to do it. The channel it airs on first is able to air uncensored content. They were being silly with it while keeping the "goodies" for later broadcasts and the Blu-Rays.

Seriously, it shouldn't bother anyone unless they're just watching for the fanservice, and even then there's no need to fret when this is basically just a preview showing before they show the official, uncensored broadcast two weeks later. What's wrong with being overly silly with your censor?
