By this I assume you mean girls that either are naturally busty or grow that way over a certain amount of time naturally. In which case I suppose age progression could give a glimpse of that. But then it's hard to tell which characters are natural.
Unless stated otherwise you can assume each and every girl has natural breasts.
And when it comes to biggest boobs in an anime it would be Eiken again I think.
Then again that Cattleya of Queens Blade beats any of them in Eiken.
Would need an actual inches size though to confirm that.

Especially if it's in a world that has advanced science/technology/magic anything is possible regarding breast sizes. Regardless of whether or not the female human body can carry all that weight.
