They may want to, but technically-wise it's an entirely different matter. Host websites such as Megaupload had a bunch of servers, you shut them down and it's game over for everyone. Easy.
Torrents are server-less, they're based on every single person who leeches/seeds the files they want. Once the torrent starts, you can't just "shut it down".
They may attack the search engines, and it's already happened before. But, as you could guess, new ones will just pop up...
