And Pokemon in my opinion is one of the only dubs 4kids did right. Chronicles was only tainted due to 4kids current suckage.

It's a combination of the two; a dub can be good if it has good-to-excellent voice acting or has a good (meaning sensible and somewhat-accurate) script.
Most of the stuff done for Pok?mon, for instance, has been quite good, the recent stuff (Chronicles and Battle Frontier) getting beaten down only due to falling quality on the part of 4Kids and due to new VAs (which may also be due to 4Kids, as Nintendo's handling all the dubbing now).
The only good example of a bad dub that I've seen, however, were two of the recent Transformers animes, Armada and Energon...and their problems were mostly due to demands from CN.
