So probably they're spreading the were-frog condition to every horny tourist who happens by... and eating any of them that try to escape.
Though.. just based the wording "turn them into a new spawn" a more bizarre scenario could be that they turn men into clutches of giant frog eggs. If they capture some female tourists and do that to them though... since I imagined it it must already exist in some dark corner of the internet by now.
