Well, that's basically was my thought.
His very revearsal about the "We shall cut you up in the name of SCIENCE!" sounds actually -much- less like "changing ideas on a maniachal whim" and more that he wasn't planning to kill her in the first place, but rather playing on what -she- was expecting out of him to make his point.
I.e.: "You expected me to cut you up and kill you, but I'm sorry I'll have to disapoint you."
Then again, his mention of his time as a prisoner, or his "escape" before that and so on, makes one thing he might have seen stuff even he would rather not admit to seeing. So yes, he almost seems like he can be pushy, not care about laws(judging by how he went and "fetched" the genetic infusion machine") and so on.... but not utterly without morals or conscience.
