The one transforming is Hong Meiling, the Tai Chi practicing gate guardian for the Scarlet Devil Manor, she is a youkai though I'm not sure its ever directly stated she is a dragon. Her nickname is China because, ostensibly, she is Chinese, and no one in the setting gives a damn otherwise.

The other character appears to be a young or regressing version of Sakuya, the sole human resident of the manor and effectively the head maid. Ironically, capable of kicking Meiling's ass.

I presume the later pics are from the dungeon in the basement, where they keep the.... confused younger sister of the manor's owner. She has.... slight omnicidal tendencies.
