No, it is not. One of my primary jobs is to deliver software products. When building them, every stakeholder has an opinion. A project manager is needed to cut through the mess of ideas and desires and keep the train running smoothly down the right track. A democracy is the best way to get "muddled mess" and having no project owner/manager is a great way to never deliver anything. Without it, the best ideas in the world are just wishes.
