I think this is a combination of two factors:
First, just as body types for women are strictly regulated in culture, so too are roles. Women rarely have a chance to be anything outside of maiden, mother, or matron; and even then maiden is the only one that really fits into most heroic stories. Monster doesn't fit maiden, and only kind of fits matron (which would be why evil queens and witches have a habit of turning into dragons)
Second, going against type is a selling point. It's something new and special and fancy. Having your maiden be a monster is exciting. But the reason that type exists is because that's popular. That's what people want to see. So you advertise something new while delivering what the audience already expects.
