I still think we should aim for ballpark figures for effects to create individual parts of the overall process and set the cost of each goal as a stretch goal. The community would still be required to decide the priority of those stretch goals, but I would think the most logical way to prioritise them is to do it by the parts that would be lowest cost and easiest to pull off first, with the harder and more expensive effects later.
Of course you could say at the bare minimum you want to see a basic tail growth, claws and fangs, in which case you set the minimum at the cost for achieving those (because there's no point taking everyone's money if all you manage to raise is enough to show someone growing claws and not enough for any other effects)
You can always get two figures for each effect too. By setting the lower stretch targets for budget effects, you can set the next set of stretch targets to go towards doing the earlier targets using higher quality props, etc.
I don't think there's any specific need to set the kick starter project goal to the final sum of the entire project if the majority of contributors would be stoked to see a good portion of the effects included, even if the full goal isn't reached.
