Why not just use RPG maker VX Ace?
it is wysi wyg Ruby but there are options to script if you have the nack

I know steam has it's summer and winter sale that knock the price down to $30 for the game and all addons.
If you not content to wait there is the lite version. It has fewer characters in it's database and you cannot script but you can still import.
