Because they know people like us will be hanging on their every production desperately hoping for good TF material. This effectively affords the producers the mastery of the 'carrot' technique. They dangle said illustrious carrot and we follow. If they choose a good real one, we are happier. If they choose to dangle an imitation, that's all we get. Should they manage to string us along for an entire television season with minimal TF screen time, then they make out like bandits.
