It's both funny and sad that anyone thinks we're their target demographic. We're not a consideration to them, we're not even a known factor. There has never even been a news story about transformation fetishes or any mention of this or any site in the community out in the general public that could ever make the producers of these shows aware that we even exist. They know that furries exist and that some people are into vampires in a kinky way, but the transformation fetish community, no sir that's not something the network executives talk about at board meetings or when writers plan a story arc.

The reason you feel like you get teased like that and the reason the content is so rare is because nobody who makes those rare female TF scenes realizes that there is a market for it. If they ever do find out though they'd then realize the market is so incredibly small that they'd never bother to invest in it. It may be that occasionally a writer will have a mild interest in it themselves and a scene will appear where one wouldn't expect, but it's not there for us, it was something they did because they wanted it. Until you see someone involved in the creation of these shows actually acknowledging the community of TF fans on the internet you can be sure none of the content was created for our benefit or to reel us in.
