Just making this post on a throwaway account for a variety of reasons, but here's the deal: I can confirm that hormones can stimulate permanent breast growth after puberty, but it has A LOT to do with genetics. I know this because I am MtF transgender, and I transitioned after puberty.

I have been on hormones (estrogen and testosterone blockers) for a meager six months, and I have gone from being totally flat chested to being 34B or 34C depending on the day and where I got the bra (because bra sizing is fucking voodoo or some shit). People who are assigned as male at birth and undergo gender transition via hormone replacement therapy can expect their breasts to grow for about two years. That means I've got a year and a half of growth to go. I'm probably going to wind up being AT LEAST a C cup, if not a D cup. Again, I started out completely flat. But a lot of this probably has to do with my genetics, since most trans ladies can usually expect to be a B cup at most.
