I also vaguely remember somebody connected to the show saying that never showing her face was kind of a joke about bimbo characters, that all anybody every cared about was their bodies so with Ms. Bellum all we could ever see was her body and not her face.

Which is funny because Ms. Bellum was intelligent (even as a kid). She was only a bimbo superficially at best, and to me that was funny.
I wondered about that with the episode where Sedusa impersonated her, but let's not forget that Sedusa has disguised her face in the past, notably in her debut as 'Ima Goodlady' in the episode where she tried to seduce the Professor to get the girls under her indirect control.
