Your ignorance is showing. In the Soviet Union and other eastern block states cartoons and illustrations of children books were one of the few areas of art were artist enjoyed very little restriction by censorship and were creativity could flourish (possible more than in the west where creativity was restricted by target groups and sales), so there (and are still some) were some incredible illustrators out there.
