This is pretty cute... it's a French series, I don't know if this particular episode has been translated yet. It's sort of a Sailor Moon setup where the bad guy transforms regular people into supervillains, in this case a girl who gains the ability to turn anyone into a copy of herself. Her initial change happens around 7:20, and she goes nuts with her powers a minute or so later. Lots of gender swapping.
